As you may know, HUD issued Housing Notice 2020-11 on November 24, 2020, which announces additional funding availability under the CARES Act for COVID-19 Supplemental Payments (CSPs). The new notice states that Owners may submit a second request for funds to cover temporary expenses due to the pandemic that were incurred between 08/01/2020 and 11/30/2020. These requests are due to SHCC by December 11, 2020. Additionally, any owner who did not receive CSP funding in the first round of submissions covering 3/27/2020 through 7/31/2020 can apply for that funding. Owners who previously received payment for that time period are not eligible to submit an additional request for that time period.
Please fully read the HUD Notice 2020-11. When submitting a claim, please be sure to use the updated HUD Form 52671-E, which is the official CSP Request Form.
SHCC will be offering a virtual training to discuss some of the most common errors observed during the first round of CSP processing, as well as to review some of the minor changes to processing guidelines. This event is limited to 250 attendees, but a recording will be made available on our website.

Dear Owners, Agents, and Site Staff:
We hope this message finds you and your residents safe and well.
As you know, out of an abundance of caution SHCC suspended Management and Occupancy Reviews (MORs) on June 29th, 2020, due to the upward trend of COVID-19 infections in Texas and Arkansas at that time. While the situation has only marginally improved since then, we appreciate HUD headquarters’ continued efforts at making portions of the MOR process flexible and/or remote when possible. Given these accommodations and the ongoing nature of the pandemic, it appears we are in a “new normal” type situation and will be for some time.
As a result, SHCC has made the decision to re-instate MORs effective September 1, 2020, in a limited and a safe manner. We will continue to contact Owners prior to the MOR in order to review the safety precautions we will be honoring and to ensure your staff will reciprocate in kind. Personal Protective Equipment (PPE) and social distancing are critical to a safe MOR for all parties. Included as part of our outreach in scheduling and performing the MOR is consideration of the site-specific impact of COVID-19 infections among your residents and staff.
As an additional supportive measure, we will be providing a monthly webinar for Owners and Agents who are scheduled for an upcoming MOR, during which time we will discuss our safety measures and collective expectations in further detail, offer guidance on how to best prepare for the visit, and answer any related questions. We will continue to monitor COVID-19 information closely and will keep all parties informed if conditions suggest reconsiderations in performing MORs. As always, please feel free to contact us should you have any questions or concerns.
