Physical Inspections

Tasked with the primary responsibility of ensuring that all residents receive the benefit of safe, decent, sanitary housing, SHCC performs preliminary follow-up on Real Estate Assessment Center (REAC) Uniform Physical Conditions Standards (UPCS) Inspections that the REAC inspectors have conducted on properties in its portfolio.

During a REAC physical inspection, the REAC inspectors will provide a Notification of Exigent and Fire Safety Hazards Observed Citation. The owner is required to correct cited violations immediately, but no later than three (3) business days from the date of the inspection. Upon receiving notification that EH&S (Exigent Health and Safety) violations were found, SHCC's Property Standards staff will contact the owner to request certification that EH&S deficiencies were mitigated within three (3) business days of the REAC inspection. SHCC generally receives notification from HUD three (3) business days or more after the inspections occurs. As a result, SHCC must receive owner's certification within 24 hours of SHCC's telephone, fax or email to the owner requesting the certification.
