HAP Subsidy Analyst

PRIMARY FUNCTIONS: Processes and tracks all Special Claims requests received and prepares SHCC responses to be submitted to the Senior Housing Assistance Payments (HAP) Subsidy Analyst (SHSA) for approval.  Assists in preparation of and recommends revision to organizational policies and procedures related to the processing of special claims procedures and documentation.  Corresponds appropriately and timely with owners/agents in the manner established by departmental policy regarding pending special claims.  Submits other monthly submissions in an accurate manner in accordance with departmental deadlines.  Maintains a working knowledge of federal occupancy regulations specific to Project-Based Section 8 housing and Special Claims processing guidelines.  Performs auditing tasks as assigned by the SHSA or Director of HAP focused on quality control of specified tasks.  Assesses the functionality and compliance of the Housing and Development Software (HDS) Special Claims Wizard with current Housing and Urban Development (HUD) regulations regarding the processing and computation of Special Claims.  Notifies the SHSA of any issues that indicate modification is needed.  Maintains and updates all digitally scanned records of processed special claims submissions.  Participates in the development of industry association workshops/training materials and presentations regarding special claims.  Performs other duties as assigned.

QUALIFICATIONS:  Bachelor's degree from an accredited college or university.  Considerable experience in compiling and analyzing data or work requiring heavy attention to detail.  Knowledge of HUD regulations pertaining to Tenant Rental Assistance Certification System (TRACS). Knowledge of HUD regulations pertaining to Special Claims for Vacancy Loss After Rent Up, Unpaid Rent and Damages.  Knowledge of modern principles, practices and techniques of accounting, budgeting, and financial reporting that utilize Generally Accepted Accounting Principles and techniques unique to HAP subsidy disbursement requirements detailed in the Performance Based Contract Administrator (PBCA) Annual Contribution Contract (ACC).  Experience working under specific office procedures and practices.  Considerable knowledge of personal computers, Excel, Microsoft Access and Windows word-processing software. Skills in operating general office machines.  Ability to communicate clearly and concisely, orally and in writing using Business English and arithmetic.  Must be able to write and compose complex reports or memorandums.  Knowledge of data processing principles and practices, modern principles and techniques of Section 8 Housing and HUD accounting handbooks and guidelines.  Ability to establish and maintain effective and courteous relationships with other employees and other external business contacts and deal effectively with situations requiring tact and diplomacy.  Must be able to exercise strong organizational skills in order to prioritize and manage a time sensitive workload and assemble significant documentation in an organized fashion.  Must be capable of responsible and productive independent work.  Bondability.  Valid Texas Driver’s License and copies of diplomas/transcripts and driving record required.  Eligibility for coverage under PHA fleet auto insurance.

WORK ENVIRONMENT & PHYSICAL DEMANDS: Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. Asset Manager

PRIMARY FUNCTIONS: Responsible for managing an assigned portfolio of multi-family properties within the states of Texas and/or Arkansas, ensuring all applicable HUD and SHCC policies, procedures, guidelines, and regulations are followed. Performs annual Management and Occupancy Reviews (MORs) on properties to assess project operations and program compliance. MOR will include a review of occupancy/eligibility requirements, including review of property’s application intake and screening of applicants, verification procedures and application of preferences in tenant waiting lists, and calculation of resident annual income, as well as a review the property’s unit and general maintenance conditions. Travel is required. Ensures that pre-MOR duties are performed, including, but not limited to sending MOR notification letters, analysis of owner supplied documents and SHCC/HUD database reports. Generates MOR Reports according to SHCC’s Standard Operating Procedures (SOPs) and Work Plan, outlining corrective action requirements for areas of non-compliance. Ensures corrective action monitoring and drafting of professional correspondence in accordance with SHCC SOPs and Work Plan guidelines. Accurately reviews property submitted responses to corrective action requirements for thoroughness. Performs required data entry in HUD and SHCC’s database system in accordance with SHCC Work Plan guidelines. Creates and submits accurate and timely HUD Monthly Report submissions. Maintains organized property files. Maintains a good working knowledge of Section 8 project based federal regulations. Performs other duties as assigned. 

QUALIFICATIONS: Bachelor’s degree in Business, Public Administration, or Social Sciences from an accredited college or university, or four (4) years of progressively responsible experience in the area of property management pertaining to Section 8 project based housing, low income tax credit housing or federal housing programs compliance oversight required. Some knowledge of laws, rules, and regulations pertaining to state landlord tenant law and some knowledge of the principles, practices, and techniques of private property management preferred.  Capable of responsible, effective independent work while out in the field. Able to exercise mature judgment and make practical and reasonable subjective assessments. Ability to establish and maintain effective working relationships with other employees, and the public, and deal effectively with situations requiring tact and diplomacy, yet firmness.  Demonstrated ability to assemble and manage information, and meet deadlines. Able to observe and identify problems and recommend and monitor remedial actions in an organized and systematic manner.  Must be able to write and compose complex reports or memorandums, communicate (oral and written) clearly and concisely.  Must have knowledge of computer systems, networks, personal computers, spreadsheets, office technology, fax machines, modems, magnetic media.  Bondability.  Valid Texas drivers license required. Eligibility for coverage under Public Housing Authority fleet auto insurance required.
